The Building Safety Act has introduced a fundamental shift in how high-rise residential buildings are regulated. Expectations around evidence, accountability and ongoing management have changed following the Grenfell Tower Inquiry and subsequent legislation.

Those responsible for higher-risk buildings must now demonstrate, through a safety case, how fire, structural and other risks are identified, managed and kept under review. This is not an administrative exercise. Safety cases must be structured, evidence-led and capable of being maintained over time.

Work includes fire risk assessments, compartmentation surveys, external wall reviews and the structured management of building safety information.

Safety cases are treated as live systems, not static submissions. Why this matters

More than 12,500 Higher-Risk Buildings are already registered with the regulator, and over 1,400 Principal Accountable Persons have been told to apply for Building Assessment Certificates. Poor submissions can lead to enforcement action, spiralling costs and a loss of confidence from residents.
