Level 3 Award in Fire Risk Assessment of Medium Risk Buildings

Overview

The Level 3 Intermediate Fire Risk Assessment (FRA) Award provides candidates with the knowledge, skills and behaviours to complete competent FRAs in low-to-medium risk premises.

Bridging the gap between awareness-level and advanced qualifications, this award prepares candidates for independent assessment roles or progression to higher-level fire risk assessment awards.

Who it’s for

Professionals working in or aspiring to roles in property management, facilities, health and safety, or fire safety who wish to develop competence in carrying out Fire Risk Assessments.

Entry requirements

• Minimum age: 18

• Prior knowledge of fire safety principles is desirable

• Experience in a related field is recommended

What you’ll learn

Programme structure

Unit 1 – Principles of Fire Risk Assessment (Level 3)

• Legal framework: Regulatory Reform (Fire Safety) Order 2005, PAS 79, BS 9999/9991

• Understanding fire hazards, ignition sources and risk pathways

• Risk evaluation and prioritisation of actions

Unit 2 – Practice of Fire Risk Assessment (Level 3)

• Planning and conducting FRAs in low-to-medium risk premises

• Recording observations and taking evidence

• Identifying control measures and making recommendations

• Writing and presenting comprehensive FRA reports

Unit 3 – Professional Practice & Development

• Reflective practice and continuous improvement

• Ethical and professional standards for assessors

• Developing a CPD plan to maintain competence

Assessment

Candidates compile a portfolio of evidence demonstrating achievement of all learning outcomes. This includes:

• At least three complete FRAs in low-to-medium risk premises

• Candidate-written reports with risk ratings and action plans

• Recorded debrief (video, audio or written)

• Knowledge tasks and structured workbooks

• Oral questioning or professional discussion

• Annotated photos/drawings supporting findings

• Reflective logs and CPD plan

• Signed declaration confirming authenticity of work

All assessments are internally verified and subject to external moderation.

Progression

Successful candidates can progress to the ProQual Level 4 Award in Advanced Fire Risk Assessment, specialising in high-risk buildings.
